Vehicle Export Police Clearance
All vehicles exported from South Africa must be presented to the South African Police for a Vehicle Export Clearance

Process
• The vehicle must be presented at the SAPS VISS department in the area your vehicle is licensed

You will be issued by a Police Clearance Certificate specifically for Export - It will depend on the country exported to on what clearance is issued.
      • SARPCO Clearance: This clearance is issued if the vehicle is exported to the so- called SARPCO Countries
SARPCCO, the Southern African Regional Police Chief Council Organisation is an official forum comprising all the police chiefs from Southern Africa. SARPCCO was established in 1995 at a conference of Police Chiefs at Victoria Falls, Zimbabwe, and it was decided that the Council of Police Chiefs should meet at least once a year. A Secretariat, comprising officers from the member countries, has been formed as the permanent administrative and technical body through which SARPCCO is operating. The newly created Interpol Sub-Regional Bureau in Harare is utilised for this purpose. INTERPOL provides the means of effective communication between the member countries as well as performing all administrative tasks originating from the operation of SARPCCO. The member countries of SARPCCO are Angola, Botswana, Lesotho, Malawi, Mauritius, Mozambique, Namibia, South Africa, Swaziland, Tanzania, Zambia, and Zimbabwe.

Documents needed for Export Police Clearance
Identification for a individual South African Citizen:
   • Certified Copy of ID or Passport
Identification for a individual non South African Citizen:
   • Certified copy of  Passport plus
   • Certified copy of Traffic Register
Identification for a South African Company, Trust, Business etc - wow A legal entity .
    • Certified Copy of the Business registration certificate with Licensing authorities to register vehicles. NB It is not the CC or Company registration forms with cipro.
   • Certified copy of proxy ID
Vehicle Documents needed:
   • Original Registration Document -  The exporter must be the Tile Holder aaaaand Exporter on the registration document.
Proof of Address:
   • Proof of physical address not older than 3 months
Authorisation by Owner to obtain Export Clearance
    • Authorisation by owner to do export with owner details, vehicle details, address exported to, Recipient details ( Copy of recipients ID or Passport - if the recipient is a South African citizen a copy of his work permit or visa)

Important Notes when you Export a Vehicle
1. All vehicles exported from South Africa needs a Vehicle Export Clearance from the SAPS
2. Only the title holder ( owner ) can apply for a export clearance.
3. A 3rd party can apply for a export clearance on behalf of the owner if the owner gives the 3rd party written authorisation.
4. The vehicle must be presented at the SAPS premises and must be able to be driven.
5. The export clearance is usually valid for 90 days - it is important that a extended period is applied for with the application as period cannot be extended after issue.
6. When a export clearance is obtained all transactions on the e-natis system are blocked and no further transactions like license renewals etc can be executed.
7. After the export clearance is issued make sure that all particulars on the clearance certificate is correct as it can not be rectified at a later stage.
8. Duplicates of a Vehicle Export Clearance can not be obtained

SARPCO Countries
In order to combat the illegal trafficking of motor vehicles in the Southern African region, the implementation of a unique police clearance was agreed upon by the Southern African Regional Police Chiefs Co-operation Organisation (SARPCCO) in terms of Resolution number 15 of its 4th AGM in 1999. The South African Police Service has observed that some members of the community are not aware of the procedure in obtaining SARPCCO Vehicle Clearance Certificates before they export or import vehicles to and from other SARPCCO member countries.
here are eleven active SARPCCO member countries and they are Angola, Botswana, Lesotho, Malawi, Mozambique, Namibia, Tanzania, South Africa, Swaziland, Zambia and Zimbabwe. The purpose of the SARPCCO Vehicle Clearance is that the document serves as proof that a vehicle was not reported as stolen in a SARPCCO country where it had been registered before it was taken to another SARPCCO country for purposes of registration.
The following is required when applying for a SARPCCO Vehicle Clearance Certificate:
* the vehicle in question to be physically checked by the clearance officer
* the registration document of the said vehicle
* an identity document for personal identification
* passport.
The SARPCCO Clearance Certificate is issued by a suitably qualified member of the SAPS specially appointed as a clearance officer at any Vehicle Identification Section around the country. The Vehicle Clearance Certificate is issued during normal working hours and there is no cost involved for such certificate. The document is valid for 90 days from the date of issue. If the clearance certificate expires, the process must be repeated.
SARPCCO Vehicle Clearance Certificates is not the only document required for the purpose of import or export. Customs and Excise, the Department of Transport and the Department of Trade and Industry will require additional documents. In order to alleviate unnecessary delays persons who plan to import or export a vehicle are requested to make contact with their nearest clearance office. The consequence of failing to have the vehicle certified is that one might receive a stolen vehicle in the process
